This paper discusses a framework for managing front-ends of complex projects in a competitive business environment. The research introduces a unique project management approach which focuses on adopting a strategic view by integrating upstream and downstream processes over project life cycle. The framework integrates front-end project information, functionality and operability of underlying processes by considering whole of life approach. A case study is used to demonstrate how simulation modelling is used to effectively evaluate alternative project processes and link the outcomes for benchmarking viable project solution.
