Peer Review Process

The practice of peer review is to ensure that only good research is published. It is an objective process at the heart of good scholarly publishing and is carried out by all reputable scientific journals. Our referees play a vital role in maintaining the high standards of JCIIE and all manuscripts are reviewed following the procedure outlined below.

Initial manuscript evaluation


The Editor-in-Chief first evaluates all manuscripts. It is rare but possible for an exceptional manuscript to be accepted at this stage. Manuscripts rejected at this stage are insufficiently original, have serious technical flaws, have poor grammar or English language, or are outside the aims and scope of the journal. Those that meet the minimum criteria are passed on to a Senior Editor who in turn will identify two qualified referees and initiate the review process.

Authors of manuscripts rejected at this stage will be informed approximately within two weeks of receipt.

Type of Peer Review


JCIIE employs single blind review, in which referees remain anonymous for the author throughout the process.

How the referee is selected


Whenever possible, referees are matched to the paper according to their expertise. Our database is constantly being updated. We request suggestions of referees from the author, though these recommendations are not necessarily used.

Referee reports


Referees are asked to evaluate whether the manuscript:
  1. Is the subject of the paper consistent with the scope of the journal?

  2. Are the technical developments and theory sound?

  3. Does it represent a significant contribution to the field?

  4. Are the explanations clear and the arguments consistent?

  5. Is the paper well organized and does it adhere to to the format of JCIIE?

  6. Is the English style satisfactory?

  7. Are the literature references adequate?

  8. Should the paper be shortened or lengthened?

  9. Is the title suitable and adequate?


Language correction is not part of the peer review process but referees may, is they so wish, suggest corrections to the manuscript.

How long does the review process take?


The time required for the review process is dependent on the response of referees. However, the typical time for JCIIE is presently 10 weeks. Should the referees' reports contradict one another or a report is unnecessarily delayed, a further expert opinion will be sought. In rare cases for which it is extremely difficult to find a second referee to review the manuscript, or when one referee's report has thoroughly convinced the Senior Editor, decisions at this stage to accept, reject or ask the author for a revision are made on the basis of only one referee's report. If a revision is required, the Senior Editor will notify the author with recommendations made by the referees, which usually includes verbatim comments by the referees. Revised manuscripts might be returned to the initial referees who may then request another revision of a manuscript. If the decision is either accept or reject, the Senior Editor’s recommendations will then be sent to the Editor-in-Chief for final confirmation.

Final report


A final decision to accept or reject the manuscript will be sent to the author along with recommendations made by the referees, and may include verbatim comments by the referees.

The benefits of refereeing for JCIIE include the opportunity to read and evaluate the latest work in your research area at an early stage, and to contribute to the overall integrity of scientific research and its published documentation. If you are not currently a referee for JCIIE, but would like to be considered as a referee, please register at JCIIE website as a reviewer (www.jciie.ciie.org.tw).

Words from the Editor-in-Chief

The Journal of the Chinese Institute of Industrial Engineers (JCIIE) enjoyed a very successful transformation from a relatively regional journal to a global journal with authors from US, Australia, Singapore, Algeria, Belgium, India, China, Hong Kong, Japan, Korea and other parts of the world. During the editorship of the past Editor-in-Chief, Professor Liang-Hsaun Chen, the quality and the reach of the journal have improved significantly. I am committed to continuing the work left off by Professor Chen to shape JCIIE into a premier journal in the industrial engineering, industrial management and related areas.

With the advises from various editorial board members, reviewers, authors and readers, we plan to further enhance JCIIE in several aspects.

  1. A panel of distinguished international senior editors has been formed. They in turn have recommended other international scholars to serve in the editorial board. With such a functioning international editorial board, enhancement of the exposure and paper selectivity of JCIIE can be expected.
  2. The editorial office has setup an on-line paper handling website, including the functions of submission, review, tracking and processing of the manuscripts. The website has been tested for some time and will be ready after the Chinese New Year this year. Manuscript submission and processing will all go through the website after the launch of the site. Hopefully, communication among all parties can be improved.
  3. We will try to increase the turnover rate of the journal by speeding up the review process. A tighter review and revision schedule will be implemented. The newly established on-line system will help the handling and tracking of the submitted manuscripts and subsequently shortening the processing cycle.
  4. We will expand the on-line version of JCIIE by posting accepted papers on the web around half a year before they are actually published in hardcopy to increase their exposure and their chances of being referenced. A JCIIE e-mail alert providing organized links to JCIIE articles will be sent regularly to interested people for their references.
  5. Other than those core industrial engineering areas, research with special focuses on the development of various industries in the Asia Pacific region will be encouraged to submit. As Asia Pacific region has become the factory of the world, there has been a tremendous amount of advanced management technology developed during the process and can well be beneficial to our readers globally. JCIIE will sponsor the dissemination of such knowledge.

Since its inception twenty five years ago, JCIIE has been an important archive for IE researchers. However, we are aware that there are still rooms for improvement. Should you have any suggestion to help us improve JCIIE, please do not hesitate to let me know. I will try my best to implement your ideas to make the journal better and am counting on your uninterrupted support in the future.
